The reduction was implemented under Decree 108/2025/ND-CP, amending the country’s tariff schedule and will remain in effect until end-2026.

Moreover, cement exports are expected to reach a maximum of 35 million tons leaving an excess supply of roughly 25 million tons, according to the Ministry of Construction.
