Industry: Taiwan imposes five-year anti-dumping duties on Vietnam cement exports

Taiwan’s Ministry of Finance has announced five-year anti-dumping duties on Portland cement and clinker imports from Vietnam, effective from 28 July 2025, following a joint investigation with the Ministry of Economic Affairs, Focus Taiwan has reported→view source.

Duties imposed: 5-year anti-dumping duties on Portland cement and clinker from Vietnam

Company-specific rates:

  • Long Son Company Limited and Long Son Industrials: 13.59 percent
  • Thang Long Cement JSC: 19.25 percent
  • Vissai Ninh Binh, Xuan Thanh Cement, Vicem Ha Tien Cement (and affiliate): 14.82 percent
  • All others: 23.2 percent

Documentation required: Taiwanese importers must declare the exporter/manufacturer for customs clearance; otherwise, the highest rate (23.2 percent) applies

Investigation timeline: Launched in August 2024 after application by Taiwan Cement Industry Association

Finding: Vietnamese exporters caused material injury through dumping; no strong evidence found that duties would significantly harm Vietnam’s economic interests
