Cement industry woes

Vietnam Cement Association is advocating for cutting clinker export tax from 10 percent to 5 percent through 2026 to support exports, with global overcapacity and protectionism are intensifying competition.

Vicem Hai Van Cement is reported to have said 2025 supply far exceeded demand, price competition worsened, input costs stayed high and rising electricity prices added further pressure on margins.

Vietnam’s cement industry

Vietnam’s cement industry is one of the largest in Southeast Asia, with a total production capacity exceeding domestic demand and positioning the country as a major exporter of clinker and cement.

The sector is characterised by a mix of state-owned enterprises and private players, with significant investments over the past decade driving capacity expansion and modernisation.

Domestic consumption is closely tied to construction activity, infrastructure development, and real estate cycles, making the industry sensitive to shifts in public investment and property market conditions.

Exports play a critical role in absorbing excess supply, with key markets including the Philippines, Bangladesh, and other regional economies.
