The United States and Vietnam have agreed on a Framework for an Agreement on Reciprocal, Fair, and Balanced Trade to deepen their bilateral economic relationship, the two countries have said in a statement→view source.
The agreement will see Vietnam grant preferential access for nearly all US industrial and agricultural exports, while the US will maintain a 20 percent tariff rate on Vietnamese goods and apply zero tariffs to selected products.
The statement also says both sides will work to reduce non-tariff barriers, with Vietnam committing to accept US vehicle standards, streamline medical and pharmaceutical approvals, and improve intellectual property enforcement.
They will also cooperate on agricultural access, digital trade, services, investment, and issues related to labour, environment, customs, and state-owned enterprises.
The agreement includes commitments to strengthen supply chain resilience and prevent duty evasion.
It also follows major commercial deals, including Vietnam Airlines’ US$8 billion purchase of 50 Boeing aircraft and Vietnamese firms’ US$2.9 billion in memorandums for US agricultural goods.
The two countries plan to finalise and sign the agreement in the coming weeks, the statement says.
Vietnam-US trade
Vietnam’s exports to the United States reached US$13.72 billion in September 2025, down 1.53 percent from August.
Year-to-date exports totalled US$112.77 billion.
Imports from the United States were valued at US$1.52 billion, a decline of 4.55 percent from the previous month, bringing total imports for the first nine months of 2025 to US$13.66 billion.
Total bilateral trade reached US$15.25 billion in September, falling 1.84 percent from August.
Vietnam recorded a trade surplus of US$12.20 billion with the United States in September and US$99.11 billion for the year to date.
