Offshore wind development

VIR is reporting that Standing Deputy Prime Minister Pham Gia Tuc told Global Wind Energy Council Chief Executive Officer Ben Backwell that the government plans to remove regulatory obstacles, streamline investment procedures and strengthen support for offshore wind development.

International investors said they were prepared to invest in Vietnam but called for a stable legal framework, internationally aligned power purchase agreements and upgrades to transmission, port and transport infrastructure. View source→

PM public holiday powers extension proposed

VnExpress is reporting that the Ministry of Home Affairs has proposed allowing the Prime Minister to determine the annual schedule for all public holidays, with the ministry required to announce the dates by December 31 each year.

Currently, the Prime Minister only has authority over Lunar New Year and National Day holiday schedules. View source→

Cybersecurity firm identifies VN hack

The Hacker News is reporting that Cybersecurity firm ESET has found that the Vietnam-linked OceanLotus group has targeted domestic organisations and investors using the SPECTRALVIPER backdoor in campaigns running from 2024 to 2026.

One campaign involved a prolonged cyber espionage operation against an unnamed Vietnamese infrastructure and transport construction company, with attackers maintaining access until February 2026.

A second campaign compromised updates for FireAnt Metakit, a software platform used by Vietnamese stock investors, allowing malicious software to be distributed through the application’s update process between October 2025 and March 2026. View source→

HoSE liquidity lowest level since April last year

VN Economy is reporting that Vietnam’s stock market saw trading liquidity fall to one of its lowest levels since April 2025, with matched orders on the Ho Chi Minh Stock Exchange totalling just VND9.3 trillion (US$353.1 million) on Thursday.

The article argues that the decline reflects investor reluctance to trade rather than a shortage of capital, with both domestic and foreign investors reducing activity despite no major market disruption. View source→

Internet speeds

VN Economy is reporting that Vietnam Internet Centre data showed nationwide 5G download speeds fell 17 percent in May to 430.21 Mbps.

Viettel remained the fastest 5G provider with average download speeds of 460.04 Mbps, followed by VNPT at 279.76 Mbps and MobiFone at 215.12 Mbps, up 12.7 percent from April. View source→

Stock price manipulation review request

Thanh Nien is reporting that 3-2 Investment and Construction Joint Stock Company (C32) has asked the State Securities Commission and Ho Chi Minh City Stock Exchange to investigate trading in its shares after the stock hit its daily upper limit for nine sessions within a short period.

The company said its business operations, financial position and management activities remain unchanged, and that no undisclosed information or major developments had occurred that would explain the share price surge.

C32 told regulators that the sharp increase in both share price and trading volume could indicate organised stock accumulation aimed at increasing influence over, or potentially gaining control of, the company. View source→

Ed.’s notes: Seems unusual for a company to ask regulators to investigate trading in its own shares. Not clear what the exchange could do if it is a takeover attempt, bar ensure the buyer makes any necessary disclosures.

Maternity leave extended

Dau Tu Kien Thuc is reporting that Vietnam’s Population Law 2025 and related regulations will take effect on July 1, extending maternity leave for women having a second child from six months to seven months.

One-off childbirth allowance will also increase from VND4.68 million (US$178) to VND5.06 million (US$192) per child, while post-maternity recovery payments will rise from VND702,000 (US$27) to VND759,000 (US$29) per day. View source→

First unlicensed software prosecution

Vietnam Plus is reporting that police in Phu Tho province have launched Vietnam’s first criminal case involving alleged copyright infringement through the unauthorised use of licensed computer software.

Police said legitimate Windows and Microsoft Office licences are valued at VND4-9 million (US$152-342) per computer and estimated total losses to rights holders from the identified violations at tens of billions of dong. View source→

Ed.’s notes: That it’s the first might support the US argument that not enough has been done to enforce Vietnam’s international commitments.

Stock market Thursday

The VN-Index closed at 1,798.61, down 5.10 points or 0.28 percent, with a total trading value of VND 10,132.94 billion or US$384.55 million, and foreign traders net-selling US$19.13 million worth of equities, Thursday, according to the latest data from the Ho Chi Minh City Stock Exchange.
