Vietnam imposes temporary anti-dumping duties on China, South Korea coated steel

Vietnam’s Ministry of Industry and Trade (MoIT) will issue temporary anti-dumping duties on certain coated steel products originating from China and South Korea per Decision 914/QD-BCT. The move aims to protect domestic manufacturers from a surge in low-priced imports, according to a statement on its website.

Temporary duty rates:

  • China: up to 37.13 percent

  • South Korea: up to 15.67 percent

Basis for action:

  • From April 2023 to March 2024, imports of the investigated products reached 454,000 tonnes, up 91 percent year-on-year.

  • Despite the investigation being launched, import volumes remained high, with 382,000 tonnes imported in the final 9 months of 2024 — a 20 percent increase over the same period in 2023.

  • The Ministry determined that dumping practices could cause serious damage to the domestic coated steel industry.

Next steps:

  • MoIT will continue on-site inspections of foreign exporters and local importers.

  • A final determination will be issued following further investigation, as stipulated by the Law on Foreign Trade Management.

These temporary duties are designed to curb surging imports of underpriced steel and protect Vietnamese producers. The case also reflects Vietnam’s increasing use of trade defence tools to safeguard domestic industries.
