Public-private partnerships well below target on missing ministerial guidance

Just two public-private partnership (PPP) agreements have been signed in the last three years because of a lack of guiding documentation from relevant ministries, according to Vietnam Net. The publication says a new decree will soon be forthcoming to try and clear up some of the issues ministries are facing developing the necessary guidance.
