Gambling: Vietnam proposes VND 50 million monthly ticket for locals entering casinos

This is part of a revised draft decree on casino business aimed at simplifying financial eligibility checks and aligning with international practices.

Key details:

  • New ticket price: VND 2.5 million for 24 hours or VND 50 million per month, double the current rate.
  • Purpose: Replace complex financial proof requirements and act as a proxy for financial capacity.
  • Eligibility criteria: Must be 21 or older, have full civil capacity, and not be banned by family request.
  • Electronic tracking: All players will be issued electronic ID cards to control access and track activity.
  • Operator duties: Maintain 24/7 surveillance, store footage for 180 days, track and report ticket sales, and allocate revenue to social spending. At least 60 percent must go to health, education, or training.
  • Investment threshold: New casino projects must have a minimum of US$2 billion in capital to be licensed.
  • First local-access casino: Corona Phu Quoc remains the only casino currently allowing Vietnamese citizens under the pilot scheme.
