Vietnam has signed an engineering, procurement and construction (EPC) contract for the O Mon IV thermal power plant in Can Tho, awarding it to a consortium of Doosan Enerbility (South Korea) and PECC2 (Vietnam), English language news site, The Investor has reported. The deal is part of the much-delayed Block B–O Mon power-gas chain.
Key details:
- Project scope: O Mon IV will use combined cycle gas turbine technology with a planned capacity of 1,155 MW.
- Expected timeline: Set to begin generating electricity in December 2028.
- Delays: The broader project has been postponed by nearly 20 years, with other EPC components having started two years earlier.
To add to The Investor’s reporting, causes of the delays include lengthy commercial negotiations over gas sales agreements, complex coordination across upstream (Block B gas), midstream (pipeline), and downstream (power plant) segments, and regulatory hurdles in permitting and investment approvals .
Financing delays and shifting national energy priorities—such as growing interest in renewables and LNG—have further slowed progress.
Of note, the O Mon IV plant is pivotal to unlocking offshore gas from Block B and reflects Vietnam’s struggle to synchronise infrastructure and fuel supply. Its success is crucial to the country’s clean energy ambitions and gas diversification strategy.
