Education: Ho Chi Minh City proposes dissolution of American International School Vietnam

Ho Chi Minh City’s Department of Education and Training has proposed dissolving the American International School Vietnam (AISVN) after it failed to resolve financial and teaching issues following a year-long suspension, VN Express has reported → view source

The school was suspended from July 1, 2024, for not meeting legal requirements on teaching conditions, staffing, and financial resources under the 2019 Education Law and Decree 46.

Key details:

  • No recovery plan: After one year, AISVN did not submit a viable solution and sought another suspension extension. Its operating company’s headquarters is closed, and it owes over VND 31 billion in unpaid social, health, and unemployment insurance.
  • Legal issues: In May, school board chairwoman Nguyen Thi Ut Em was arrested for disturbing public order. Authorities are investigating suspected illegal capital mobilisation via loan and education investment contracts signed with parents.
  • Impact: Around 700 students have since transferred to other schools or moved abroad.
  • Background: Established in 2006, AISVN had about 1,200 students in the IB programme before closure, with annual tuition fees of VND 280–725 million. Over 900 parents reportedly advanced VND 3.6 trillion in interest-free payments, to be refunded after graduation. Many of these refund payments, however, never materialised due to what looks to be poor economic mismanagement.
