Exporters are struggling under the weight of their export partners shifting to consignment-based payment arrangements rather than cash-up-front, according to Vu Hoang Ta Bui, director of Ho Chi Minh City’s Department of Industry and Trade. He also says that green production requirements–the European Union’s Strategy for Sustainable and Circular Textiles for example–are also holding back exports of Vietnamese goods.
